Tarrant County Requests Proposals for Affordable Housing

Tarrant County is requesting proposals from developers to increase the number of affordable housing units available to low-income individuals and households. The RFP is part of Tarrant County’s program utilizing funding from the American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF).

Both Tarrant County Precinct 2 Commissioner Alisa Simmons and Tarrant County Precinct 4 Commissioner Manny Ramirez praised the investment in Tarrant County’s future.

"We have a responsibility to invest ARPA funds in ways that benefit our community for years to come,” Simmons said. “Affordable housing and workforce housing are critical needs in our county, and these funds provide an opportunity for us to make a significant impact. By investing in affordable housing, we not only provide a safe and stable place for our residents to call home, but we also help to create a stronger and more equitable community."

This is the second RFP issued by Tarrant County for affordable housing to be funded by ARPA dollars. The first, issued in 2022, resulted in $16.3 million in awarded funds for four different developments: Hughes House on E Rosedale St., Casa de Suenos in the Las Vegas Trail area, Tobias Place on West Biddison Street and Journey Home Housing on Crowley Road.

“Tarrant County has long been a leader in finding creative solutions to solve tough challenges,” Ramirez said. “With this investment we are prioritizing the safety of our communities and protecting our most vulnerable citizens. I am looking forward to exploring creative partnerships that will have an impact for generations to come.”

Proposals are due to Tarrant County on June 2, 2023. Each proposal will be reviewed for ARPA eligibility and scored for alignment with multiple priorities. To encourage broader community partnerships and leverage its federal funding, Tarrant County is seeking a minimum contribution of 25% in matching funds and will prioritize projects with a 40% or higher match contribution.
