Background

The Tarrant County Commissioners Court allocated $20M in Coronavirus Relief Funds (CRF) to assist non-governmental, 501(c)3 organizations in the provision of services to individuals directly impacted by the COVID-19 pandemic. The CARE 4 Tarrant NGO Assistance Program seeks to fund the expansion of social services that provide immediate direct services and assistance to Tarrant County residents who have been most impacted by COVID-19.

This program will consider reimbursement of expenses, incurred or anticipated, that are necessary to provide services to aid individuals affected by COVID-19. Documentation will be required to substantiate a direct relationship between the proposed expenses and COVID-19.

Program Timeline

• Promotion Period –  Wednesday, July 1 through Tuesday, July 7
• Application Period –  10:00 am Wednesday, July 8 through 11:59 pm Tuesday, July 21
• Review Period – Wednesday, July 22 through Friday, August 7

Eligible Applicants

• Hold a current 501(c)3 organizational designation
• Have experience administering direct assistance to clients within Tarrant County in one or more of the areas described in the “Target Areas” section
• Have the capacity to reconcile, monitor and report use of federal funds
• Capacity to track and report on number of clients served and demographic information
• Have been in business since January 1, 2018
• Will still be in business on December 30, 2020

Target Areas

The CARE 4 Tarrant program prioritizes applications from organizations delivering direct relief assistance in the following areas:

• Food and/or food distribution
• Utility assistance
• Caregiver Services
• Counseling, educational, or case management services
• Medical assistance

Target Population

• The NGO Assistance Program prioritizes applications from organizations that are delivering direct relief assistance to the following individuals:
• Residents of Tarrant County – NOTE that applicants that provide services in Fort Worth alongside other areas of the County are encouraged to apply, but expenses related to services provided in Fort Worth are not eligible for reimbursement through Tarrant County’s NGO Program
• Need for assistance as a result of COVID-19 (e.g., unemployment or other loss of income due to COVID-19, isolating at home due to high-risk for COVID-19 complications, mental health challenges as a result of COVID-19)
• Low-Income (may be measured by at or below 200% of the Federal Poverty Level)
• Persons of color, LGBTQI+, immigrants, seniors, other historically marginalized communities, and survivors of domestic violence

Eligible Expenses

Program expenditures must be:

• Unbudgeted as of March 27, 2020
• Incurred or planned to be spent between March 1, 2020 and November 1, 2020
• Directly related to services provided in response to COVID-19

Reporting Requirements

Organization that receive pre-approval for future expenses must provide a monthly report of activities. Specific reporting requirements will be determined by agreement with the County after applicants have been approved. Applicants can expect to report on the following:

• Expenditures, including but not limited to support documents such as receipts, paid invoices, timesheets, and payroll registers
• Programmatic reporting to substantiate the provision of services, including but not limited to number of clients served and other outcomes metric
• Client demographic indicators, including but not limited to geography, race, and income
