How To Do Business

 
WELCOME! To visiting sales representatives, especially those making their first call, we extend a warm welcome to you!  We hope to make your visits pleasant.  This information will acquaint you with our organization, policies and procedures or special requirements.
 
Bidding is the process by which competitive pricing is obtained. Bids can be via telephone, facsimile machine, informal written quotations, or formal sealed bids. The determination of which procedure is utilized for each request under $25,000 is made by the buying staff in accordance with the policies and procedures established by the Purchasing Agent and approved by the Commissioners Court. All expenditures in excess of $25,000 must be handled by the formal sealed bid process in accordance with the State of Texas County Purchasing Act, excluding exemptions, as defined by the State of Texas, Attorney Generals Office, and interlocal agreements.  See Local Government Code 262. 
 

The County advertises bids in local newspapers, on the County’s website (www.tarrantcounty.com) and on the Vendor’s Board in Purchasing.  In addition, bid notices are provided weekly to the Hispanic, Black, American Indian and Asian American Chambers of Commerce as well as CMD, AGC, Construction Data Corp, DFW Minority Business Development Center and Reed Construction Data for construction projects.

Formal sealed bids are opened in the Purchasing Conference Room at 2:00 p.m. each Monday unless otherwise stated in the bid specifications.  Vendors are encouraged to attend all publicly opened bids.

Contracts resulting from the formal sealed bid process are awarded by Commissioners Court during their regularly scheduled Tuesday meetings. Vendors are welcome (but not required) to attend. Agendas for these meetings are posted each Friday afternoon at the County Courthouse.

Please note: Original bids and proposals become the property of Tarrant County after the Official Bid Opening.

VENDOR’S CORNER

Purchasing maintains a special space just off the reception area for vendors.  All current bid notices are posted on the Vendor’s Board.  Copies of specifications are available for review or pick-up.  Copies of previous years’ bid tabulations are maintained in Bid Books in this area. TVORS (Tarrant Vendor On Line Registration System) computer KIOSK is also available for vendor registration.

 

TVORS replaces the paper-based registration system previously used to sign up for bid notification and to maintain vendor data.  Now you can manage your company’s contact and commodity information through this web-based, self-serve program.

 

To access TVORS, go to www.tarrantcounty.com and click on the TVORS link located on the right side, under, “Important Info.”  Be sure to link to the appropriate commodities (NIGP Codes) and business certifications (CISV, HUB, MBE, DBE, etc).   These codes and links are critical to receiving updated bid information.

 

Please Note:  Failure to link your company to the appropriate NIGP Code could result in non-notification of bid and quotation opportunities.

 

HUB/DBE PROGRAM

Tarrant County encourages the participation of economically and socially disadvantaged businesses in all areas of procurement.   The County Purchasing Agent serves as the HUB/DBE Officer for the County and is involved in local certification efforts.  To assist the Purchasing Agent in that endeavor is the Tarrant County HUB Program Coordinator.

 

General Contractors are urged to incorporate, track and report HUB/DBE subcontractor dollars as part of construction projects.
