Program Specifics
The CYD Interagency Planning Workgroup identified 15 ZIP codes with the highest incidence of juvenile violent crime in the state of Texas. Local providers provide juvenile delinquency prevention services to youth within the targeted ZIP codes. Program specifics vary from site to site, but all programs follow the same basic model.
The benefit to the targeted ZIP codes is a reduction in referrals to juvenile probation and an increase in protective factors by participating youth. Protective factors are personal characteristics or environmental conditions that interact with risk factors to reduce the likelihood of problem behaviors.

Services are provided to youth six to 17 years of age, who reside or attend school in the targeted ZIP code area. Seventy percent of the youth must be 10- to 17-years-old.
All services are free and there is no income eligibility.
CYD program services must include: Mentoring, Youth Advisory Committee (YAC), and Youth Leadership Development (YLD). Additional CYD program services that are focused on the prevention of juvenile delinquency must be based on the funding priorities identified from the results of the strengths and needs assessment. Program services reflect a mix of intensive services that serve a limited number of youth (e.g., one-on-one mentoring) with lower intensity services that serve a higher number of youth (e.g. group recreation). Services must be offered year-round at a variety of times and locations to include out-of-school time in order to meet the needs of local youth.
Tarrant County Public Health is the primary contractor for delivery of the 76106/76164 Fort Worth CYD program. TCPH employs a CYD Project Manager, who is responsible for preparing the overall CYD budget and plan of operation; execution, administration, management and monitoring of subcontracts; ensuring contract compliance, including fiscal and program accountability; reviewing service documentation for accuracy, eligibility of participants, and timely submittal of forms; developing the Request for Proposals (RFP) and the local procurement of services; networking within the community to identify and develop resources and avoid duplication of services; and providing technical assistance to youth subcontractors in order to ensure compliance with all mandates.
