    Our NGO was recently established. Are we eligible to apply for assistance?

    To be eligible for the Tarrant County NGO Assistance program, your organization must have been operating as of June 1, 2018.


    We are planning on discontinuing operations of our NGO in November 2020. Are we eligible to apply?

    No. You must be in operation through December 2020 to apply for the program.
     

    Our NGO serves the cities of Arlington, North Richland Hills and Fort Worth. Are we eligible to apply for the grant?

    Yes. All NGOs in Tarrant County are encouraged to apply to the NGO Assistance Program. Tarrant County and the City of Fort Worth are coordinating to review applications submitted through the County’s NGO Assistance Program.

    The City of FW will conduct its own review and determination of whether/to what extent NGO requests qualify and should be funded. Approval by the County for expenses outside of the City of Fort Worth does not automatically mean approval from the City.


    We previously budgeted a food drive for June 2020. Can I apply for reimbursement through the Tarrant County NGO program?

    No. This project was already budgeted and is therefore not a qualified expense for reimbursement. However, if you had to change the project in order to accommodate increased demand or to comply with public safety requirements, those additional expenses are eligible for reimbursement.


    In April, our NGO developed a program to provide PPE to homeless shelters. Is this a qualified expense for the Tarrant County NGO program?

    Yes. This program was not budgeted prior to March 27, and it is directly related to COVID-19. This is an approved expense for the Tarrant County NGO program.


    Our NGO does not offer food or donation of goods but provides counseling and education services. Are we eligible to apply for the program?

    Yes. All 501(c)3 NGOs are welcome to apply. However, reimbursable services must be directly related to responding to COVID-19.


    Our NGO has received funding from other programs due to COVID-19. Am I eligible to still apply for this grant?

    Yes. However, this program will not reimburse expenses for which you have received another source of funding. All applicants must disclose any and all other funding received for COVID-19 related expenses.


    Is the NGO Assistance Program a grant, or is it only reimbursement-based?

    This is a reimbursement program. However, previously incurred and anticipated future expenses qualify for reimbursement. Anticipated future expenses through November 1, 2020 must be submitted for pre-approval to be eligible for reimbursement. Subject to application approval, eligibility, and documentation review, monthly payments will be made from the county to your organization.


    How much funding can we receive for our NGO?

    There is no cap for your reimbursement request. All expenses must be previously unbudgeted, incurred or planned to be spent between March 1 and November 1, 2020, and must be directly related to COVID-19.


    What documents are required in the initial application?

    ·        501(c)3 IRS certification

    ·        W-9

    ·        Most recent tax return or audit

    ·        2020 organizational budget

    ·        Receipts of COVID-19 related expenses


    If I do not submit all required documentation with the application, could my NGO be denied funding?

    Yes. All documentation must be uploaded and submitted with the application in order to be eligible for consideration.


    Will printed/mailed applications be accepted?

    No. NGO assistance applications and all required documentation must be submitted online.


    How soon will I hear back regarding my application?

    The online application will close at 11:59 pm on July 21, 2020. Following a two-week review period, applicants will be notified via email of application denial or approval.


    How will reimbursement amounts be determined?
    After the application review process, the county will total all eligible reimbursement requests and will allocate reimbursement amounts based on the $20 million available for the NGO Assistance Program, giving priority to applicants whose programs most closely align with the County’s stated priorities.


    How will we receive our reimbursement funds?

    All reimbursement funds will be provided by check to the NGO using the address provided on the application.


    After receiving my reimbursement funds do I have to provide any other information to Tarrant County?

    If you are pre-approved for anticipated expense reimbursement, you will be required to comply with specific reporting and documentation requirements as outlined in an agreement with Tarrant County. All successful applicants are subject to federal, single audit requirements.


    Should you apply to the NGO Assistance Program if you provide services solely within the City of Fort Worth?

    Yes. All NGOs in Tarrant County are encouraged to apply to the NGO Assistance Program. Tarrant County and the City of Fort Worth are coordinating to review applications submitted through the County’s NGO Assistance Program.

    My NGO provides serves in Tarrant County and Fort Worth. Do I need to split the expenses on the application?

    If possible, please split expenses for services provided in the City of Fort Worth from those provided within Tarrant County but outside the City of Fort Worth.


    My organization lost revenue due to a fundraising event being cancelled because of COVID-19. Is this an eligible expense for reimbursement?

    No. Revenue replacement is not eligible under U.S. Treasury CARES Act Guidance.


    Are telework expenses eligible?

    If you purchased equipment or software subscriptions to enable your organization to shift your mode of service delivery due to COVID-19, those expenses are eligible.


    Must the organization show a net loss in order to seek reimbursement?

    No.


    Can my NGO submit expenses related to an anticipated Rent or Mortgage assistance program for clients affected by COVID-19?

    Expenses related to rent or mortgage services are not eligible at this time. If you have a client that needs assistance paying rent, please refer them to renthelp.tarrantcounty.com


    Are payroll expenses eligible for the NGO Assistance Program?

    Only wages for employees or contract workers hired to address COVID-19 related needs are eligible. The wages must have unbudgeted as of March 27.


    What should I do if I am not sure if certain expenses are eligible for the NGO Assistance Program?

    If you are unsure about expense eligibility, please email ngo@tarrantcounty.com. If still unsure, please submit the expenses as part of your application. Tarrant County will make the final determination of eligibility.
