STAFF BIOGRAPHIES

Thomas Sanders, Chief Deputy

Chief Deputy Sanders is a Master Peace Officer with over 38 years of Texas service, having served in the police departments of Benbrook, Forest Hill and Double Oak. Chief Deputy Sanders served as a Special Investigator with Child Protective Services before coming to the Constable’s Office in 2006 as a reserve and began serving full time in 2008. He is a graduate of the Texas Leadership Command College, holds an Executive Certificate in Criminal Justice from Liberty University and a Master of Science degree in Criminal Justice Administration from Sam Houston State University. In addition to his administrative responsibilities, he is an Instructor for the Justice Court Training Center at Texas State University, the Tarrant County College Law Enforcement Academy, and holds a Civil Process Proficiency Certification. He is a veteran of the U.S. Air Force.

J. Mike Arter, Senior Deputy

Senior Deputy Arter is a Master Peace Officer with over 29 years of Texas service having served the Tarrant County Sheriff’s Office before coming to the Constable’s Office in 2003. He is a graduate of the Constable Leadership College at Sam Houston State University and the School of Police Supervision from the Institute for Law Enforcement Administration. He is the first line supervisor of deputies in the field and he serves as a Field Training Officer, a Background Investigator and the Homeland Security Information Coordinator for the agency.  He holds a Civil Process Proficiency Certification.

Felix Juarez

Deputy Juarez is a Master Peace Officer with over 17 years of service in Texas, having served both the Dallas and Tarrant County Sheriffs’ Offices before coming to the Constable’s Office in 2017. He is a graduate of the Constable Leadership College, serves as a Field Training Officer for new deputies, and is the Public Information Officer for the Constable.

Karl Westen

Deputy Westen is a Master Peace Officer with over 30 years of service in Texas, having served the Tarrant County Sheriff’s Office before coming to the Constable’s Office in 2019.

Irving Romero

Deputy Romero is a Master Peace Officer with over 15 years of service in Texas, having served in the Dallas Area Rapid Transit Police, Irving City Marshal and Burleson City Marshal offices before beginning his work at the Constable’s Office in 2020. He is a graduate of the Constable Leadership College, and serves as the Assistant Firearms Proficiency Officer, a Background Investigator, and is a certified Instructor.

Ray Hinojosa

Deputy Hinojosa is a Master Peace Officer with over 33 years of service in Texas, having served the Euless Police Department for 30 years. He began his service to the Constable’s Office in 2020.

Albert Hernandez

Deputy Hernandez is a Master Peace Officer with over 27 years of service in Texas, starting his career in the Tarrant County Sheriff's Office and having served in the police departments of River Oaks and Southlake. He began his service with the Constable's office in 2022.

Dustin Roseberry

Deputy Roseberry is a Master Peace Officer and a recently retired police officer from the Marion, Indiana Police Department after 20 years of service. He began his service to the Constable's Office in 2023.

Bruce Shelby

Deputy Shelby is a Master Peace Officer with over 47 years of Texas service, including Arlington Police Department and the Tarrant County Sheriff’s Office. He serves as the Bailiff of the Justice of the Peace Precinct 1 Court and as the Firearms Training Proficiency Officer for the Constable’s Office. He holds an Associates degree, a Civil Process Proficiency Certification, an instructor's certificate, and is a veteran of the U.S. Air Force.

Smile Nua

Mrs. Uimaitua Smile Nua has been with the Constable’s Office since 2007 and has served as the Office Manager since 2015. She holds a Civil Process Proficiency Certification.

Bianca Aguirre

Ms. Aguirre began her service in Tarrant County in 2014 at the County Clerk’s office and moved to the Constable’s Office in 2018. She serves as an administrative secretary processing incoming and outgoing cases.

Kimberly Sanchez

Ms. Sanchez began her service in Tarrant County in 2022 at the County Clerk’s office and moved to the Constable’s Office in 2023. She serves as an administrative secretary and is responsible for collecting and assigning cases from the various courts and offices needing constable services to the respective constable precincts.
