Tarrant County Administrative Agency

The Tarrant County Administrative Agency, located in Fort Worth, Texas, manages all HIV/AIDS funding for care and services in the north central Texas area. The service region includes the Part A Fort Worth-Arlington Transitional Grant Area (TGA) and a Part B Health Service Delivery Area (HSDA). The TGA’s four-county area stretches over 2,900 square miles and is comprised of Tarrant, Hood, Johnson and Parker counties. The additional four counties of the HSDA include Somervell, Wise, Erath and Palo Pinto. These are very rural counties that add an additional 3,100 square miles to the overall eight-county service area.

The Administrative Agency is responsible for grant administration and monitoring activities. This includes the development of grant applications, the receipt and disbursal of program funds, proposal review activities, contract development, awarding of contracts, monitoring of contracts, programmatic activities, quality assurance and grant reporting.

Planning Council

The Planning Council is comprised of volunteers responsible for making decisions about how to best use Part A, Part B and State Services funding. The Planning Council finds what Ryan White Services are needed and which populations need care. This is done through a needs assessment process. The Planning Council decides what services to fund and how much money will be allocated to service categories. The Planning Council also develops comprehensive plans, approves standards of care and conducts assessments of how efficiently the Administrative Agency awards funding and issues contracts.

HRSA's Ryan White HIV/AIDS Program has been vital to the public health response to HIV in the United States for the last three decades. The Program provides a comprehensive system of HIV primary medical care, medication, and essential support services to approximately 50 percent of people with diagnosed HIV in the United States each year. As a result of these services, 87.1 percent of Ryan White HIV/AIDS Program clients receiving HIV medical care are virally suppressed. Today the Ryan White HIV/AIDS Program is a key part of the Administration’s Ending the HIV Epidemic: A Plan for America, a 10-year initiative that aims to reduce new HIV infections in the United States by 90 percent by 2030.

The Program funds grants to states, cities/counties, and local community-based organizations to provide care and treatment services to people living with HIV to improve health outcomes and reduce HIV transmission among hard-to-reach populations.

Over the last 30 years, HRSA’s Ryan White HIV/AIDS Program has played a critical role in the United States’ public health response to HIV. The Program serves as an important source of ongoing access to HIV medication that can enable people living with HIV to live close to normal lifespans. In 2018, 87.1 percent of Ryan White HIV/AIDS Program clients were virally suppressed.

First authorized in 1990, the Program is funded at $2.34 billion in fiscal year 2018. The Program is administered by the U.S. Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA), HIV/AIDS Bureau (HAB), and the Texas Department of State Health Services (DSHS).
