Intensive Supervision Probation (ISP)

Intensive Supervision Probation (ISP) is probation supervision specifically developed for offenders considered at high-risk for commitment to the Texas Youth Commission (TYC). ISP provides intensive intervention and rehabilitative programming to prevent incarceration. This program involves high-frequency face-to-face contacts ranging from daily to twice weekly. ISP utilizes an array of departmental and community resources aimed at stabilizing the juvenile while also providing rehabilitative resources to the child and family. Services include community service restitution, family preservation services, substance abuse education and treatment, electronic monitoring, a residential compliance program, and late evening curfew checks. Juveniles are placed in the ISP program for a minimum of four months. Juveniles supervised through the ISP unit generally have failed to achieve law-abiding behavior during previous traditional probation supervision. Maximum ISP caseloads are usually 12 – 15 youths per probation officer.

During 2002, 568 offenders were supervised in the ISP program, with 81% being successful at case closure. Successful completion is defined as a juvenile who was not or did not:

  • Certified to stand trial as an adult;
  • Committed to the Texas Youth Commission;
  • Placed on adult probation;
  • Abscond resulting in supervision terminating;
  • Die as a direct result of criminal conduct;
  • Have supervision terminated by the court; or
  • Refuse to accept services.
