Tarrant County Advocate Program (TCAP)

Tarrant County Advocate Program (TCAP) is a home-based program which utilizes paid, trained adults (advocates) who live in the same communities as the youth to develop relationships with the department’s most at-risk youth and families. Advocates work intensively with these youth and their families to assist in the resolution of needs identified by them, including practical and material as well as interpersonal needs. Advocates spend between seven and a half-hours and 30 hours per week in contact with youths and families in a variety of activities designed to develop strengths, seek solutions, and increase positive encounters and support networks within the community. By developing their own support systems within the community, TCAP families develop linkages that endure beyond their participation in the program. Length of participation is approximately six months. The program is provided through a contract with Youth Advocate Programs, Inc., Harrisburg, PA.

During 2002, TCAP served 527 youths and their families, with 385 families completing project services. Of those, 96% were successfully maintained in the community, or were diverted from out of home placement or commitment to Texas Youth Commission.
