A juvenile may be placed on Home Detention – Electronic Monitoring (HD-EM) in lieu of being detained at the detention center when the juvenile’s case is pending with either the District Attorney or the Court. A juvenile on HD-EM is only allowed out of the home with prior authorization of the court for specified activities, such as school, work or church. An act of non-compliance, such as leaving home without permission or tampering with the electronic monitor device, may result in immediate return to secure detention. Goals of HD-EM are to ensure compliance with the conditions of release from detention, reduce the likelihood of re-offending, reduce the population of detainees, avoid co-mingling of violent and non-violent offenders, and provide additional safeguards for the protection of the public. There were 242 terms of electronic monitoring utilized in the HD-EM program during the 2002 program year, with an 85% success rate.
